Article: Phases of Transition (Emergency, Mid-term, Long-term)

The transition is structured in three main phases:

  1. Emergency Phase (100–180 days) – Establishing basic governance, restoring order, and ensuring continuity of essential services.
  2. Mid-term Phase (6–24 months) – Implementing structural reforms, initiating legal and constitutional processes, and building legitimacy through public participation.
  3. Long-term Phase (2–5 years) – Consolidating democratic institutions, holding free and fair elections, and embedding human rights and the rule of law into governance.
