- Mid-term Phase (6–24 months) – Implementing structural reforms, initiating legal and constitutional processes, and building legitimacy through public participation.
- Long-term Phase (2–5 years) – Consolidating democratic institutions, holding free and fair elections, and embedding human rights and the rule of law into governance.
